Yes, conduction heat transfer can occur in liquids and gases.
When there is an absence of bulk fluid motion in the fluid(liquid or gas) or it is stationary the heat is transferred only by the conduction mechanism.
The convection heat transfer occurs only when there is the presence of bulk fluid motion.
Example:
The air trapped between the double gazed window does not move. The only possible way of heat transfer through the air is the conduction mechanism.
