Why is a counterflow exchanger more effective than a parallel flow exchanger?

Ans: Because for same inlet and outlet temperature of hot and cold fluids and same overall heat transfer coefficient the LMTD (Log Mean Temperature Difference) is higher for counterflow HX than parallel flow HX.

Therefore, counterflow HX requires smaller surface area.
